setup rakam systems #40

[x] add rakam systems as a sub module (from git)
[x] update the dockerfile, and rebuild docker image
[x] cd rakam_systems, pip install -e . (maybe requires poetry install before)
[x] change the git sub module file to be set on the specific branch
