[MD.emu] update core to Genesis Plus GX f9f16d7 #1646

@Rakashazi can you update core to Genesis Plus GX Version GIT https://github.com/ekeeke/Genesis-Plus-GX/commit/f9f16d7a552c5606caea52c2179ca2831b8e0177 MD.emu hasn't been updated core over 12 years Currently on MD.emu, it's old version of Genesis Plus GX core.

Old version of Genesis Plus GX doesn't support SG-1000, Game Gear, TMS9918 mode Master System games including Korean MSX Conversions games (Super Boy I, Super Boy II, ect...), SG-1000 games, the Master System emulation has dark screen but newer Genesis Plus GX has light screen on Master System emulation

The latest version of Genesis Plus GX that is on Libretro/RetroArch core, it supports SG-1000, Game Gear, TMS9918 mode including SG-1000 games, Korean MSX Games conversion to Master System, light screen on Master System emulation, Borders option (overscan)

The issue I have opened on Toejam and earl is most probably related to this if the core has been outdated for that long. https://github.com/Rakashazi/emu-ex-plus-alpha/issues/1648 Here's hoping @Rakashazi seriously considers this, who knows how many more inaccuracies haven't been documented yet
