Decision on this PR could be taken after the RSC election.

There is an odd number of members on the RSC. When votes deadlock, it should be up to the RSC to undeadlock. Ultimately the core team members can decide to send all of the RSC members home to break any deadlock. So I would be against this PR.

Also against here. If there's a head, even if it's only to break ties, there's a mechanism for voting, nominating, periods... the whole nine yards. A horizontal organization is probably simpler.

My point was to prevent delays in decision-making process. If it doesn't make much sense this way, then I'll close this one.

Decision making is hard. Adding rules just for the purpose of speeding it up, is the wrong reason imo. If there's a deadlock, it's because the decision is hard. It's better to undeadlock because of other ways than an "deus ex machina".

Understandable. I still have doubts wether it make no sense at all. Therefore would leave here opened for a while.
