Add support for .raku and .rakutest file extensions
Add support for raku in the shebang #!
Update Atom package description for Raku
Change name to 'Raku/Perl 6' from 'Perl 6 FE'

@AlexDaniel I need to figure out what I am going to do regarding getting a new namespace. Well not really a namespace. But the name of the syntax, and how that affects other modules. In addition, see how it fits in with Atom's native Perl syntax. Which was an issue before, how they conflicted, and I'm not sure if the name change affects it in theory but something I think should be considered.

For now I am going to try and get at least part way there.
