new sitemap plugin completes issue #201 #314

new plugin for report stage (needs to be registered in render stage too to get options)
generates sitemap.xml for SEO and puts it in html root directory
(no other change needed as search engines pick up the file)
change plugins config to add plugin
change plugin-options config to add root-domain
remove redundant plugin-options
some priorities are given to files, which may affect their relative rankings in a search engines result response.

@coke I haven't run this on new-raku. I'll do that now.

@coke sitemap.xml is now accessible on new-raku/sitemap.xml

I haven't looked into styling the sitemap, I don't have the time to do it, and I cant see the point. If someone finds it REALLY necessary, they can raise an issue later.

Seems fine. I would recommend opening a ticket to add <lastmod> which someone else can take a stab at.
