addresses issue in #401 whitelists all links with typegraphs #405

all typegraph headings have an id of typegraphrelations
if a target contains this, the target is passed
it will not work if the target is in an external file, so this test is too broad, but given the rarity of such a link, I think this fix is the best use of time

@coke I haven't been able to test this locally. Update. Tested in my local repo. #typegraphrelations is not listed as an error for Cool.

Can we narrow it down slightly? This seems like it would also allow

invalidtypegraphrelations

@coke I did a search of the rendered documents (`rak 'typegraphrelations' .) and there is no other link with this combination of characters. Not quite sure how to narrow simply.
