Focus the next Squashathon on doc tooling #2473

The problem

Next squashathon is coming, and we don't seem to have a topic for it yet. Last one was devoted to docs, and I don't think two in a row devoted to the same topic is a good idea.

Suggestions

Focus on this repository tooling. @finanalyst has been working on the Pod::Cached modules, and there are many upstream dependencies (Pod::To::*) that could be refactored, as well as local modules (under the lib/ directory) that need tests and/or be spun off).

There are quite a bunch of modules with the build label and a few more with the site label in which we could focus. So if nobody says anything against this, we'll make this issue the next Squashathon topic.
