Add meta tags to all documentation pages #3378

Problem or new feature

As suggested by @lizmat, we need to add "perl6" as part of the metatags. This is related to #3377

Suggestions

While we're at it, really add meta tags for other things. Right now, there's no SEO-related meta tags
