In this case it wouldn't be the source URL for the actual distro. PAUSE rewrites it to a URL that points to a tarball on CPAN, which is what would be in the META6 file that exists alongside the tarball. What's inside the META6 file inside the tarball itself is largely irrelevant for that purpose.
Also, sidenote: source-url
is an ecosystem extension, "support": { "source": ...
is what's proposed in the speculations.
In this case, the source-url does not exist. It might have been deleted after submitting to CPAN, but in any case I'm not sure that the URL is actually checked when modules are submitted from CPAN. Are they?
