added torch to requirements.txt to avoid the extra install step
added snakemake file and added instructions to the README
updated transformers package requirement (older version mangles the messages of connection error bugs which makes them very hard to debug)
I'm not sure why the torch models were not in the requirements.txt originally but if it breaks something in conda please let me know. I've tested it with python 3.7 and 3.8 on my end and everything installs fine
