Deconstructing stairs (up) doesn't remove them and destroying them causes an exception loop

This happens both when there is only a single staircase and when there are multiple. This also happens if I abandon the upper level before trying to destroy the stairs.

T: Destroy in the developer tools doesn't do anything.
