Current minReroutingRxns needs to have a thorough revision

Consider the following:

  1. Alternative MILP formulation
  2. Revisit the delta difference of fluxes allowed
  3. Check the inconsistent pairs in details: Keep track of each LP solution

Current location of the script: core\minReroutingRxns.m
