Upgrade velero to latest version #1261

aws plugin: https://github.com/vmware-tanzu/velero-plugin-for-aws/releases/tag/v1.10.0

Need to upload new images to quay.io/ramendr/ (currently in quay.io/nirsof/)
Update test/addon/velero/start with new images

@raghavendra-talur we need to track this work as part of discovered apps work. Currently we test an old version so we did not discover compatibility issues early enough (e.g. #1458).
