What should be implemented?

Configurable and/or switchable cpu priority settings for arc and freearc
windows version.

-low (like winrar)
-normal (default)
-below normal (perhaps)

Why it will be useful?

Freearc sometimes uses high cpu time for compression.
Sometimes causes applicability problem on slow computers in other tasks.
Taskmanager solves this problem but this is not a definitive solution.

instead, in 0.61 i have lowered a bit compression/decompression/encryption 
threads
priority. it works great for me, hopefully you will be happy with it too
