Cluster 用的 Role 必須要有 AmazonEC2ContainerServiceforEC2Role，否則會出現以下錯誤。

service app was unable to place a task because no container instance met all of its requirements. Reason: No Container Instances were found in your cluster. For more information, see the Troubleshooting section.
