Render HTML tags containing uppercase letters

Timeline and article view don't render cursive tags containing capital I (and probably others). Accepting them is probably incorrect behavior, but fuzziness would look better on the user end.

I’m betting we strip out lowercase but not uppercase. Uppercase is pretty rare these days — but clearly it’s still a thing.
