Add option to prevent automatic refresh when launching NNW #4142

Hi,

I sometimes want to just launch NNW to quickly add a feed. Right now each time I launch the app it refreshes all my feeds, even though I have Refresh Feeds set to "Manually only."

Would it be possible to make this "Automatically refresh feeds on launch" a configurable option?
