discord stream kit overlay integration #207

This is about having the little icons of whoever is talking in a discord room show up on the layout.

FF4FE already does this (on 2p only I think?). They asked about making room for the icons last Fall. Is currently set up so that there is a "hide mics" option in the menu. The restreamer than overlays the stream kit icons through an OBS layer in place of said mic icons.

I don't yet know if I can just drop an embed of the streamkit link in the layout page.

DWR has asked about something like this. And looks like they have already tested use for things like tourney intro stream. I'm guessing we'd do something similar to FF4FE?
