Rename config.yml to settings.yml #1

The GitHub App formerly known as "Configurer" has been renamed to Settings in https://github.com/probot/settings/pull/36. Along with that, the app now looks for .github/settings.yml instead of .github/config.yml.

You should have received an email with the subject "Settings is requesting updated permissions". Click the link in that email to review and accept the updated permissions before merging this pull request.

@bkeepers: OK, thanks! I'll go through that e-mail when I get on my regular account (I'm currently using my administrator one.) No wonder the changes I was making to config.yml weren't taking effect…
