What steps will reproduce the problem?
1.installing the plugin
2.

What is the expected output? What do you see instead?
i expect a menu/menus but i dont when i use player chat commands but admin ones 
work perfectley

What version of the product are you using? On what operating system?
8.2 Beta and 8.1 Full Release.

I dont know the reason for the player commands not to work eventhough i did all 
the steps i even tried a blank copy of the plugin without modifying anything 
except for database. but i still get the same problem.

do you use some kind of chat trigger plugins?
some text color plugins or anything like this?
