Reloaded: Add per-game frameskip OR limit frameskip to only 0 and 6 values #181

I don't like auto frameskip, it can make games too jerky. I prefer to use 
manual settings for smoother gameplay - either 0 (60fps) or 6 (30fps).

With this in mind, I'd like Reloaded to remember which games I've set to 
frameskip 6 (like mame4all), so that I don't have to keep changing between 0 
and 6 for different games.

Alternatively I'd like a 'semi-auto' frameskip option, where frameskip is 
automatic but can only be 0 or 6, with none of the intermediate values which 
cause the jerkiness, so games either run at 60fps or 30fps. Hope this makes 
sense and is feasible!
