Add support for Arch Linux (`pacman`) packages #11

The arch directory has been in this repo forever, but there is still no proper package build and distribution support.

I have a working version of setup-arch ready, but it has not been tested fully yet. Should be enough to build some packages, though.

With commit f4824a3e1c27b7fee5b73980a1e3bb81929eb46d it is verified that building a package works fine. Now I should work on repository generation.
