Bugfixes from Develop #25

Two Bugfixes:

  1. MinSteps and MaxSteps parameters of SMS were not yet sex and stage dependent
  2. For non-dynamic landscapes: When reading in cost layer, values were not checked for consistency with NAs in landscape layer. (NA values are allowed, but not for landscape/habitat cells.
