Dex area screen might flicker during scroll #725

Seen in VBA, which I don't care for, but reproduced in SameBoy, which I do care for.

The problem appears far more frequently in VBA. I assume the code might be writing to VRAM during periods where it's inaccessible for the most part, since VBA doesn't emulate inaccessible VRAM.

Checking "Inaccessible VRAM: Break on access" in BGB isn't finding anything.
