Battle Factory elevation does not work #948

After 12 exchanges, in Round 3 (battle 15-21), Kya ( https://www.twitch.tv/kyacolosseum ) saw Shuckle. Shuckle is D-tier and should not show up. Appears to have been given difficulty 4 mons instead of difficulty 6.
