Pressing A at water on Cycling Road misbehaves #12

[ ] The message "Cycling is fun! Forget Surfing!" does not appear, unlike using Surf from the party menu.
[ ] You can't walk away until you press B (to cancel the invisible text box?).

This same bug also happens in Seafoam Islands B4F. The text The current is much too fast! doesn't appear and you can't move the character until you press B.
