This pull request is mostly about making installation of the Python code by someone other than myself a possibility. There are some other details to it, like bringing in Python 2 support and packaging improvements but those were mostly to ease improvements to installation. Check INSTALL.md for the detailed instructions.
Installation isn't fool proof, but it is now achievable with a reasonable amount of intelligence.
