Reactored buildings are not prioritized for units that does not need a TechLab #1422

Viking is built from Starport with TechLab while the Starport with a Reactor is idle. image Later, a Medivac was built from Starport with Techlab while we had a Starport with a Reactor that was producing only 1 Viking.
