I have made a translation for new version of RapidScada.

Note: Since all management actions can be done by ScadaAdmin5 now, I modified ScadaAdmin5 project and leave other projects untouched.

Could you add the files to https://github.com/RapidScada/scada/tree/develop/LangPack/v5.x/Chinese-Simplified instead of ScadaAdmin ?
Are there files for the Webstation application and the plugins? Thanks a lot for the translation.
