Try to fix "missing pic: ../players/*/*_i.pcx" in teamplay #68

Not sure if I can fix this, but the way AQ2 does scoreboard icons has never meshed well with the way the Quake2 client tries to download new skins. Clients that don't already have the _i.pcx thumbnails get spammed with missing image messages. It'd be nice to clean this up somehow.

Perhaps it would help to populate empty CS_PLAYERSKINS with the team skins? This might make players download the team skins even when nobody has joined those teams yet.
