Prepare an RC build with code from issues Asset #1 and Asset #2
RC build to:
1) Sync and transition on testnet
2) Sync and transition on mainnet
3) Chain can sync from scratch on test and mainnets
4) Chain can be terminated and restarted on test and mainnets
5) Ensuring that all current unit and fuzzing tests are still passed!
