Localisation Transifex link is no longer valid #262

The localisation contribution link that links to Transifex (https://www.transifex.com/projects/p/raptoreum/) is no longer valid when entered into a browser. It redirects to Transifex's home page.

Transifex no longer supports free projects, from the looks of it. That might be why we are no longer using it? (edit: apparently they do, but their way of offering it changed dramatically... https://www.transifex.com/open-source/)

I personally like the features Tolgee could bring. We can test a variety of these on one of the VM servers if necessary.
