minimal JumpRateModelV2 IRM support

This PR adds minimal support for JumpRateModelV2, a version of the JumpRateModel interest rate model that has been modified by Dharma to allow for post-deployment modification of the model parameters.

Minimal support does not include deployment or tests; it only adds a minimal JumpRateModelV2 IRM that specifies a RUNTIME_BYTECODE_HASH so that this model can be properly identified when used.
