Upgrade opentelemetry-sdk and opentelemetry-api to 1.16.0

Proposed changes:

• Initializing tracing in rasa-pro uses opentelemetry-sdk which resets all warning filters making our warning filters ineffective. This behavior has been upgraded in 1.16.0 version.

• [ ] updated the documentation in the rasaHQ/rasa
• [ ] updated the changelog (please check changelog for instructions)
• [x] reformat files using black (please check Readme for instructions)

@ancalita Do you think we should have a changelog for this change? If yes, would it be misc?

@aleksandarmijat Up to you if you want to add misc changelog, we don't usually add them for housekeeping upgrades, only when fixing vulnerabilities because that's when it's of interest to those downloading the package.
