Update ruff to 0.3.7

Use ruff as code formatter. Some files had to be reformatted. A few lines of code needed to be updated to follow the linter rules.

Status (please check what you already did):

[x] made PR ready for code review
[ ] added some tests for the functionality
[ ] updated the documentation in the rasaHQ/rasa
[x] updated the changelog (please check changelog for instructions)
[x] reformat files using ruff (please check Readme for instructions)
