[ENG-586] Moved imports of langchain to speed up rasa --help #12930

Proposed changes:

Avoid global import of langchain as this increase the loading time when doing rasa --help
Fixes ENG-586

rasa --help take < 1 second now: Screenshot 2023-10-20 at 13 41 24
