[ENG-599] Update langchain to 0.0.321 and sqlalchemy to 2.2.0 #12943

Proposed changes:

Update langchain to 0.0.321
Due to the updated version of langchain, sqlalchemy also needed to be updated to version >=2.0.0,<2.1.0
related to ENG-599
