Update aiohttp and aioresponse dependencies #13007

Proposed changes:

aiohttp - update from 3.6 to 3.9 (fixes vulnerability listed in report)
aioresponses - update from 0.7.4 to 0.7.6 (Without this aiohttp upgrade breaks with the error described here)
