With OpenCPN 5.9.x latest commits/build this morning.

A plugin (sar_pi) was updated to API 18. The version number is seen as v4.2.0 iso v4.2.4. This is also seen with a recent import of ShipDriver.

With OpenCPN 5.8.4 the full version number is seen.

@leamas ... GetPlugInVersionPatch() is the problem. Where is the patch number found.
