Flatpak: new 24.08 builds required. #598

Basically https://github.com/OpenCPN/OpenCPN/discussions/4164. Boils down to that we need to make both 22.08 and 24.08 builds in this cycle

Oops. Not a nice work situation here. Anyway: submitted https://github.com/OpenCPN/plugins/pull/1155. This is just two new flatpak builds using 24.08, existing builds are unaffected.
