Manifest errors cause term to be silently skipped

Issue raised in the “Bugs/Features Missing” section of the README.

Errors can be missing files or json syntax errors.

Might be better to:

• halt when we hit an error in a manifest
• run through all manifests before doing any work, checking for errors
