Remove excess padding in generated PDFs #99

There’s lots of superfluous padding in generated PDFs, causing them to span even more pages than before.

Let’s get them down to at most the same number of pages as before.

Could you show me a PDF that does not have these paddings? I think it will be very helpful to fix it.

I’m not able to provide that, I’m afraid.

From glancing through, I think the main offender is the gap after a scratchblock in an activity list / before a test block, e.g.

Apart from that, there are a few similar examples that could perhaps be reduced slightly. But this is the main one.

Going to reopen this one. @codecleaner’s fix sorted out some of the whitespace, but I think there are other places that could also do with tightening up.
