Elemental Arrow Support. #363

Adds bindings for elemental arrows. If i made any mistakes let me know.(steam might be OP but just as much as author intended)

may still need a compatibility patch for the spells.

Yeah thought so, just finished confirming it was unnecessary a second ago by patching. seemed to patch just fine. Doesn't seem to be any problems :) (except the fact i keep adding an extra line then have to remove it.)
