The name is based on the fact that the file will not contain a full xml but only the materials portion and user will have to manually replace the material list in the default xml. It may suck for a user to do, but it would suck a lot more to have to keep both updated and translated. I also like that it's Archaic definitions.
The rent rescaling versions weren't supposta upload yet, Git forced them without asking. Ignore them for now, they are only in Alpha and nowhere near ready for release.
