The 3 Elemental Contract perks affect elemental and non-elemental enchantments and shouts.

Made a new keyword to force an exclusion on certain enchantments. From the way the conditions are done & the perks are worded I assume that affecting elemental enchantments was intentional, but they also affect the "Absorb X" enchantments which are non-elemental. The new keyword is placed on these enchantments to force an exclusion.
