Insignia of Ravenholdt deals "unexpected" damage. This only applies to physical trigger attacks and seems to scale with something like enemy armor mitigation. However, I have been unable to find out any relation or formula behind it, so far.
First of all, let me remind you that Vendetta and the Nightblade debuff are excluded from Insignia damage. So if you want to check the numbers, make sure to remember that in your calculations.
Observed damage compared to ideal 15% (or 30% as Assa) by enemy level:
Boss logs, Boss adds, Raid dummy: 104.38%
Dungeon dummy: 103.32%
Level 112 (Dungeon Boss): 69.95%
Level 111: 69.23%
Level 110: 68.52%
For Gloomblade, which does Shadow damage, Insignia damage is always 15%.
