improve "ravenadm update-ports" command

Allow it to take an optional argument, the tag. E.g.

$ ravenadm update-ports 20211107.1

would update to 7 NOV 2021 (first) release rather than the latest release.

I'm getting this error:

root@sp314-51:~ # /raven/bin/ravenadm update-ports
Ravenports update skipped as tarball download failed.

I'm 100% sure I have a working internet connection.

Is there any other way to download this tarball or the mk files of this week?

It works now. Not really sure what happened.

This works now, will be available with v1.84
