rename python variants after python 2.7 removal #62

change variants from PY310 and PY311 to v10 v11

This should probably be done in stages. Maybe convert "py311" to "v11" now. When python 3.12 comes out, retire py311 and replace it with "v12".

python 3.10 was dropped and python 3.12 has the v12 extension.
