dev repatch command: apply modules #72

The shebang module (among others) doesn't get applied (apparently) with the "ravenadm dev repatch" command. This means the repatch fails. May also prevent custom targets (like pre-patch, post-patch) from running.

this also affects ports that need USES=dos2unix before patching
