This is a game bug related to visual culling. The zirax are not spawning inside the deco blocks. They will always spawn from a spawn pad (both invisible and not). What's happening is that when you're not looking towards a block, the game culls it to save performance. The problem is that it's not just the visual model that gets culled but the block colliders; which means that while you're not looking into that room, the NPCs in it treat it as if it's empty and walk through all the deco blocks. It will happen in any POI by just turning around and there's no way for us to fix it.
The bug has been reported to the developers and the answer was that altering current colliders will affect performance. Vanilla game though allows player to destroy furniture consoles etc. For RE2 I see two possible fixes. Either remove admin cores and allow players to destroy everything, so in cases like the one described here, enemies can not be protected by something indestructible, or, make all furniture and consoles, internal decorations etc destructible in POIs with admin cores like their turrets are already destructible anyway.
The second solution though is not optimal since there are many POIs where there are places on them, i.e. building's corners or other devices installed in them that provide similar cover for the enemies models' colliders, making it near impossible to test and resolve the issue by altering architecture and device placement. Moreover, enemies are freely moving in various areas, resulting sometimes they are positioned in those, something that complicates things further.
Therefore I think the most reasonable thing to do, at least until developers provide proper solution, is to remove all admin cores from POIs at least for POIs not mandatory for any mission progress.
Removing admin cores is not a solution for multiple reasons, the first of which is that it still won't fix the underlying issue of NPCs spawning inside other blocks.

Yes, that said nothing about NPCs spawning inside of blocks. This issue would need to be reproduced and reported as a separate bug. I will attach the directions to do so below:
This is likely a game bug and will need to be reproduced and reported using a vanilla save game. When reproducing a game bug in a vanilla save, make sure you are using the same mode (singleplayer/co-op/dedicated multiplayer, survival/creative) as what you were using when the issue happened in the scenario. Description of issue
In the Zirax Missile base. When you override lockdown B1, the dormitories that open have enemies spawning inside/behind furniture blocks. The rooms seem to simply be too small/crowded for the npcs to spawn properly. Since the furniture is protected by the admin core, the only way to kill them is by going godmode and right up in their face.
Done three of these POIs now and all had the problem to varying degree.
